Hmm.... I won't lie. This picture needs a bit of work, to be honest. First of all, I can't exactly figure out if this character is missing an eye or what is going on with the other. I can't understand if you tried giving her two pupils or just simply movement. If you weren't trying to depict movement, I highly suggest you rid of those flying lines. The mouth is a bit off and it looks like it's bleeding beneath. The chin is strange looking and I see an unnecessary bump on it. Also, the arms are off and look out of proportion. One arm is too thin and the other arm is very bulky and very hairy (but I am not sure if that was the intention or not). Not to mention that her shoulders are too high up or "stiff." And the torso is too thin. It almost looks like that of a pipe.

And the background is simple. I don't mind a simple background but you could at least try using some kind of gradient function or smoothing it out.

No, I am not being mean and you DID ask for a critique, so here you go. I think you can do better than this, but this needs a lot of work, however.
